Scotland’s Energy Performance of Buildings Regulations, EPC Reform 2025: Preparing for the Future with EPCs, Psi Values, and the Home Energy Model

The Scottish Government’s Energy Performance of Buildings (Scotland) Regulations 2025 set out major updates to how homes are assessed for energy performance. With a new EPC framework due to take effect from 31st October 2026 - builders, developers, and assessors across Scotland need to prepare for a system that’s smarter, more accurate, and better aligned with the country’s net zero goals. The EPC System Is Changing

The reformed EPC system will modernise how energy efficiency is reported and understood. Key updates include:

  • A redesigned EPC format focusing on heat retention, energy costs, and heating system.
  • Shorter validity period of five years (currently ten years) to ensure assessments remain current.
  • Integration with new build standards and low-carbon heat policy.

These changes mean building fabric and design quality will play a bigger role than ever in overall performance ratings.

  • U-value Calculations

Evaluating the thermal performance of the different building elements, such as the floor, walls and roof, at the early design stage is crucial in determining the estimated heat losses and ensuring compliance with the building regulations.   • Psi Value Calculations

Effective Psi-value analysis of the proposed fabric specification helps minimise thermal bridging and heat loss across junctions, improving heat retention, therefore EPC outcomes, and occupant comfort.   • Home Energy Model (Coming Soon)

The Home Energy Model (HEM) will replace SAP as the methodology underpinning EPCs and compliance checks. Once implemented in Scotland, it will offer a more advanced, physics-based approach to understanding how homes use and retain energy.

  • Energy Performance Certificates (EPCs)

  • Overheating risk assessments in dwellings

With the further responsibilities to limit overheating risks, focusing on solar control and ventilation, we are experienced in assessing the risk of overheating for a dwelling(s) through either; the Simplified Method or TM59 Dynamic Thermal Analysis, whilst recommending feasible mitigations to demonstrate compliance with Standard 3.28 requirements.
