The UK Government has published a partial response to its consultation on reforms to the Energy Performance of Buildings (EPB) regime. These reforms will shape how Energy Performance Certificates (EPCs) are produced and used in the coming years, supporting national goals around decarbonisation, energy efficiency and reduced running costs. EPCs play a key role in property sales, lettings and compliance, yet they have often been criticised for offering limited practical insight. The government’s consultation focused on improving what EPCs measure and when they are required, helping EPCs better reflect real building performance and support net zero targets. This partial response covers the first phase of reform, with further guidance and regulation expected from 2026.
One of the main reforms is the move towards multiple performance metrics, particularly for domestic properties.
Future domestic EPCs are expected to include:
A carbon emissions metric will remain as a secondary indicator.
For non domestic buildings, a single carbon based headline rating is expected to remain, supporting business reporting and sustainability objectives.
This approach provides a more balanced view of building performance and reduces reliance on energy price fluctuations.
The government found limited support for shortening the current ten year EPC validity period, due to concerns over cost and administrative burden. There were also mixed views on requiring EPCs at the start of every new tenancy.
While no final decisions have been made, the focus remains on improving accuracy without placing unnecessary pressure on landlords or property owners.
The transition to the new EPC system will be supported by updated regulations, guidance and alignment with the new Home Energy Model. These changes are expected to be introduced from 2026 onwards.
